The Quantum Flagship is the European Union's €1 billion quantum technology initiative, launched in 2018 as one of the largest research programs in EU history. It coordinates quantum research and development across 27 countries, drawing on more than 5,000 researchers and over 2,000 European companies and research institutions. The program covers quantum computing, quantum simulation, quantum communication, and quantum sensing and metrology. It supports fundamental research, technology development, and industrial applications, with the goal of positioning Europe as a global leader in quantum technologies and building a thriving European quantum ecosystem. In December 2025, the European Commission published the 2026-2027 Horizon Europe work programme with new quantum calls, including a grand challenge on quantum sensors and funding for large-scale photonic quantum computing platforms. The EU is backing up to six quantum chip pilot lines and launching a European Quantum Skills Academy in 2026, and a binding EU Quantum Act is expected around mid-2026.
