In May 2026, Qtonic Quantum announced the formation of the Allied Defense Council, with Lt. Gen. (Ret.) Roger L. Cloutier Jr., former Commander of NATO Allied Land Command, as founding chair. The council focuses on coalition cryptographic posture, allied defense supply chain readiness, and coordination across NATO, EU, UK, and US regulatory environments. It operates independently from the existing Defense Innovation Council, chaired by Lt. Gen. (Ret.) Mark E. Weatherington, USAF, former Deputy Commander of Air Force Global Strike Command.
