Quantum Innovation Summit, 28-30 September, DubaiQuantum Innovation Summit runs 28 to 30 September 2026 at the Grand Hyatt Dubai, in its third edition, hosted by the UAE Cyber Security Council and organised by Vernewell Group. It anchors a wider Global Quantum Week running to 5 October. The published agenda is weighted towards readiness rather than research: day one is built around a tabletop exercise simulating a post-quantum cryptography transition, with regulators, telecom and data network operators, financial institutions, energy and utilities and government digital services in the room. Day three carries a panel on cryptography, transition and system modernisation.That programme puts the sequencing problem on the table, which is what we will be there to discuss. Most organisations now accept that post-quantum migration is coming. Fewer have worked out the order: which systems move first, which data has a confidentiality lifetime long enough that traffic intercepted today is still sensitive by the time it can be decrypted, and where key distribution itself needs to change rather than only the algorithms.Order matters because the constraints are not the same across those three questions. An algorithm swap can often be scheduled against a normal software lifecycle. A change to how keys reach the endpoints touches physical infrastructure and procurement cycles measured in years. An organisation that sequences the second one late discovers the dependency at the point where it is most expensive to resolve.
