The partnership between Texas Quantum Partners and Samara aims to create a centralized hub for quantum commercialization, bringing together working quantum systems, fabrication capabilities, and the companies building applications on top of the technology. In 2025, Texas established the Texas Quantum Initiative through House Bill 4751, prioritizing commercially relevant infrastructure and real estate.

State Representative Giovanni Capriglione, author of the bill, expressed support for the project, stating, “I am supportive of this major investment into the quantum supply chain by Occam Foundry.” He believes such hubs will “allow Quantum to advance in Texas and give industry the meaningful tools to bridge the gap, providing real ROI and use cases for quantum that will make it investable and profitable to keep funding additional research opportunities.” Samara’s involvement brings significant development expertise to the project; the Houston-based firm owns and manages approximately 17 million square feet of property across Texas, serving over 8,500 tenants. Jesse Levine, manager of Samara, explained their long-term vision, stating, “We build the places where industries put down roots.” He continued, “This corridor is the center of gravity for advanced technology in Texas, and a campus purpose-built for quantum belongs next to the companies already manufacturing the future.” The company is developing Occam Foundry to grow with the field for decades, and the campus is projected to support hundreds of new jobs within the Texas economy, adding quantum technology to a region already attracting substantial investment in advanced manufacturing, including the recently announced Terafab chip factory near Houston.
