New Mexico Allocates $3M to UNM Quantum New Mexico Institute for Regional Ecosystem Expansion The State of New Mexico (via Economic Development New Mexico) has finalized an Intergovernmental Agreement allocating $3 million to The University of New Mexico’s (UNM) Quantum New Mexico Institute (QNM-I). The strategic investment focuses on expanding the state’s quantum talent pipeline, supporting research infrastructure, and driving commercialization across the Southwest quantum corridor.
Three Core Strategic Pillars The $3 million funding initiative targets three operational priorities to accelerate the transition of quantum research into regional economic development: Research Capacity: Funding directly supports UNM-based quantum information science (QIS) research to attract top-tier faculty, graduate researchers, and undergraduate talent. Workforce Development: Expands specialized educational and outreach initiatives across high schools, community colleges (including Central New Mexico Community College), and university systems to prepare a workforce for deep-tech industries. Commercialization & Technology Transfer: Establishes an Entrepreneur-in-Residence (EIR) program, industry workshops, IP support mechanisms, and accelerator bootcamps to transition laboratory discoveries from UNM, Sandia National Laboratories (SNL), and Los Alamos National Laboratory (LANL) into commercial startups. Part of New Mexico’s $450M+ Quantum Initiative The agreement integrates into New Mexico’s broader state-level commitment exceeding $450 million to build a global quantum hub. Recent state and regional milestones include: Statewide Investments & Infrastructure: The $3 million agreement builds on previous commitments, including state economic development grants and regional deployments such as ABQ-Net—a $450 million open-access quantum testbed attracting commercial partners including Infleqtion, Aliro Technologies, Qunnect, Tensora, and Bandelier Technologies.
Elevate Quantum Consortium: QNM-I serves as an academic anchor for Elevate Quantum, the U.S.
Economic Development Administration (EDA)-designated regional Tech Hub backed by $127 million in combined federal and state funding. Led by Economic Development Cabinet Secretary Rob Black, UNM President Steven Goldstein, Vice President for Research Ellen Fisher, and QNM-I Founding Director Dr. Ivan Deutsch, the partnership aligns with industry projections estimating the global quantum technology sector will exceed $4 billion by 2028.
