The American policy is often incorrectly characterized as a blockade. Numerous goods are still reaching the island, however, and blaming Cuba’s electrical failures on recent developments misses the forest for the trees. The collapse of the Cuban power grid is not the result of the White House’s recent actions or some bolt from the blue. It is the culmination of years of mismanagement and neglect, a textbook demonstration of how not to run an energy system. This is also a path that other countries are unwittingly following. Cuba’s Flawed Energy System The construction of Cuba’s modern power systems sowed the seeds of its collapse because they were never self-sustaining. Following the Cuban Revolution in 1959, the Soviet Union was Cuba’s main ally, providing energy resources in exchange for Cuban support for the Kremlin’s policies during the Cold War. In the 1970s, Cuban troops were “rented” by the Kremlin and involved in Soviet adventures as far away as Ethiopia and Angola. Moscow, in turn, provided subsidized oil, political support, and other forms of aid. The USSR also agreed to pay roughly 10 times the global market price for Cuban agricultural products, primarily sugar and tobacco, in a scheme to keep its island redoubt afloat.During the heyday of Soviet-Cuban relations, Moscow lavished technical support on Havana and constructed a comprehensive energy infrastructure system that reached every corner of the island. However, this system also imported the deficiencies of the Soviet model. Prices did not reflect economic reality. Energy distribution was ruled—and priced—by fiat. Inefficient, polluting, with only limited capacity to mitigate large swings in demand, and lacking storage capacity, the Cuban energy system relied on constant, cheap energy inputs, including power-generating equipment, oil, and diesel. A single outage in a Cuban plant could destabilize the entire nation’s system even in the best of times. This fault is primarily why it is estimated that modernizing and reestablishing the nation’s grid would require up to $10 billion, a sum that the nation cannot afford or mobilize. The dissolution of the Soviet Union in 1991 and the abrupt cutoff of subsidies to Cuba plunged the island nation into a deep economic crisis. Labeled the “Special Period” by the Cuban regime, this was a period of severe austerity marked by strict food and fuel rationing. It was also the beginning of significant energy shortages in Cuba, marked by 16-20-hour blackouts, which have worsened ever since. During the Special Period, Cuba cannibalized its own power grid to keep it operating, deferring vital maintenance and capital investment and implementing managed blackouts to keep it somewhat functional. Had the Special Period continued, Cuba might have collapsed or reformed decades ago.Instead, the left-wing Venezuelan Chavista regime came to power in 1999 and saved Cuba. Fidel Castro and Hugo Chavez were closely allied, and Havana began receiving extremely cheap, below-market oil imports from Venezuela. Rather than using the respite to find a new path forward, Cuba continued an energy policy wholly dependent on subsidies. Even when Beijing repeatedly urged Havana to pursue market reforms, Cuba refused.Cuba often resold Venezuelan oil to Western European markets for a profit, which supplied the regime with much-needed hard currency. Cuba paid for its oil by providing skilled professionals, such as intelligence officers and doctors, to Venezuela. This cash flow at Venezuela’s expense ended after the spectacular downfall of Nicolas Maduro in January. Maduro was guarded by several dozen Cuban elite interior ministry soldiers, many of whom were killed in the raid conducted by U.S. special forces to arrest him. Despite sitting atop the world’s largest oil reserves, Venezuela was reduced to importing energy from as far away as Iran. While Venezuela’s oil production and grid have been damaged by political purges and the flight of skilled workers from the country, the process of decay and cannibalization is nowhere near as advanced as it is in Cuba. Maduro’s downfall led to the easing of sanctions, and the current crisis in the Persian Gulf and the Strait of Hormuz has driven oil prices higher. The respite these two dramatic events gave Venezuela could allow it to avoid Cuba’s fate.South Africa provides another unfortunate example of following in Cuba’s footsteps. The ANC, like Cuba’s and Venezuela’s ruling parties, had strong Marxist-Leninist influence and close ties to the Soviet Union. Eskom, the state-owned energy utility in South Africa, has its own struggles with mismanagement and deferred maintenance, which have also led to rolling blackouts, sanitized as “load shedding,” a controlled, rolling blackout to prevent total grid collapse. Thankfully, South Africa’s grid is not overly centralized; otherwise, this could cascade into repeated national failures. Nevertheless, load shedding has become a permanent feature of life and a drag on the entire economy.In South Africa, mismanagement, centralized control, and corruption exacerbate the underlying issues of demand subsidization, deferred maintenance, insufficient investment, and lack of redundancy. The Medupi and Kusile coal power plants, intended to stabilize the grid, have both demonstrated management failures, complete with massive budget overruns and years of construction delays.

Next Steps Over two years ago, Cuba had already announced plans to expand renewable energy, including solar and wind. The transition from fossil fuels requires new infrastructure and generation capacity, as well as a complete switch from its current grid management systems. Investment, new systems expertise for implementation, and resources are constrained under Cuba’s centralized model. It is extremely unlikely that Cuba, under the current regime, will be able to muster the expertise and investment to conduct structural reform focusing on renewable energy when the country literally cannot keep the lights on. Blackouts and energy system failures in Cuba are the result of flawed economic policies, driven by populism and the desire for political control. Ernest Hemingway once said he went bankrupt “at first gradually, and then all at once.” Energy systems are much the same way. They do not fail overnight; they fail when heavily ideologized policy and investment become misaligned atop technically flawed infrastructure.
